Septic System Inspection Process
 
Septic system design and installations are inspected to assure compliance with Arkansas Department of Health regulations. Septic systems must be installed as designed by a Designated Representative (DR) of the Arkansas Department of Health.  Any alterations to these designs are to be approved by the DR.  The ACC has the responsibility of inspections only and does not design or install septic systems.
 
The primary inspection is performed at the site prior to any clearing of the vegetation and trees by means of uprooting. This inspection verifies that the lot, in its natural state, does not have any problem areas that could affect the function of the septic system.  These problem areas could include old stock ponds, roadbeds, terrain, scraping the topsoil off the lot or even the addition of topsoil to the lot.  The primary inspection also includes that a 4’ deep trench must be dug at the owner or builder’s expense, so that the sub soil can be analyzed for water table levels, clay or solid rock layers, etc. At some point in the pre-site analysis, the septic system design must be flagged on the proposed site to verify location and that it will fit on the lot.
 
Once the inspector approves this “pre site” analysis, the information is forwarded to the DR and/or the Arkansas Department of Health.
 
Upon installation, the ACC inspects the work to verify the system was installed as designed.  This includes, but is not restricted to, pipe size, size of septic tank, length and drop of lateral lines, depth of tank and lines, plus adherence to all other design notes on the plot plan.  Once inspected and approved, the system may be covered with soil and is considered complete.
 
Due to the sensitivity of the proper workings of a septic system, it is evident on most all paper work that just because a DR designed the system, the Arkansas Department of Health approved the design and the ACC performed inspections of the system, there is “NO GUARANTEE THAT THE SYSTEM WILL FUNCTION PROPERLY”.
